Section 53A-2-210 directs the Utah State Board of Education to provide a formula by rule for resident students who attend school districts under open enrollment.

This rule continues to provide standards and a formula as required by state law for school districts to follow when administering open enrollment to Utah resident students. Therefore, this rule should be continued.
