Sections 62A-4a-105 and 62A-4a-106 require the Division of Child and Family Services to provide child welfare programs and services, including adoption services, to the citizens of Utah.

This rule is needed for the Division of Child and Family Services to follow federal and state child welfare system requirements. Therefore, this rule should be continued. There are changes being made to the citation references contained in this rule which will be filed in the future.
