NOTICE OF REVIEW AND STATEMENT OF CONTINUATION
Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:
Subsection 53A-1-708(5) directs the Utah State Board of Education to specify procedures and accountability for online summative testing by school districts and charter schools, and Subsection 53A-1-401(3) allows the Utah State Board of Education to adopt rules in accordance with its responsibilities.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
This rule continues to be necessary because it provides for implementation of an educational technology infrastructure for school districts and charter schools to satisfy testing requirements under state law. Therefore, this rule should be continued.
