NOTICE OF REVIEW AND STATEMENT OF CONTINUATION
Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:
This rule is authorized under the Utah Procurement Code, Title 63G, Chapter 6, the purpose of which is to simplify, clarify, and modernize the law governing procurement by this state; to ensure the fair and equitable treatment of all persons who deal with the procurement system of this state; to provide increased economy in state procurement activities; and to foster effective broad-based competition within the free enterprise system.
Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:
There have been no comments received either supporting or opposing the rule.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
This rule needs to be continued because it establishes procedures and justifications for the modification and termination of contracts for supplies, services, construction, and technology.
