Governor's Executive Order Creating the Utah State Occupational Coordinating Committee.
Issued: May 3, 1994
WHEREAS, Section 422 of the Carl Perkins Vocational and Applied Technology Education Act of 1990 requires each state receiving federal assistance under the Act shall establish a State occupational information coordinating committee; and
WHEREAS, such committee shall, with funds available to it, implement an occupational information system in the State which will meet the common needs for the planning for, and the operation of, programs of the State board assisted under this Act, of the administering agencies under the Job Training Partnership Act and of the State board or agency governing higher education; and use the occupational information system to implement a career information delivery system; and
WHEREAS, the Utah State Occupational Information Coordinating Committee has demonstrated experience in implementing an occupational information system and a career information delivery system; and
WHEREAS, Section 125 of the Job Training Partnership Act (as amended by the Job Training Reform Amendments of 1992) requires the Governor to designate the State occupational information coordinating committee or another organizational unit to be responsible for oversight and management of a statewide comprehensive labor market and occupational supply and demand information system;
NOW, THEREFORE, pursuant to the power vested in me by Statute, I hereby designate the Utah State Occupational Information Coordinating Committee to serve as the organizational entity responsible for oversight and management of such a system as described in the Job Training Partnership Act. Such designation shall authorize the Committee to act in my behalf in applying for, accepting and disbursing funds granted to the State of Utah pursuant to Sections 125, 461, 463, and 464 of the Job Training Partnership Act in addition to such other funds that may be available to the Committee pursuant to applicable provisions of the Carl Perkins Vocational and Applied Technology Education Act of 1990.
FURTHERMORE, in order to enhance the expertise of the Committee and to insure adequate cooperation of all appropriate state agencies with this effort, I hereby designate the following to comprise the membership of the Utah State Occupational Information Coordinating Committee:
Department of Community and Economic Development
Department of Employment Security
Department of Human Services
Governor's Office of Planning and budget
State AFL-CIO Office
State Board of Regents
State Board for Vocational Education
State Job Training Coordinating Council
State Office of Rehabilitation
These member agencies through their designated representatives shall have full authority to act as the governing body of the Committee in the performance of the functions and responsibilities assigned to the Committee by law.
