Governor's Executive Order Establishing the Certified Public Manager Advisory Board and Outlining the State's Responsibility in the Certified Public Manager Program.

Whereas, Utah state government recognizes the importance of human resources in rendering efficient service to the public; and
Whereas, the State of Utah is committed to the people of the state to utilize and develop each employee to the fullest potential; and
Whereas, managerial and supervisory personnel of all state agencies are accountable for the development and utilization of human resources, just as they are for the execution of other administrative responsibilities; and
Whereas, the citizens of the State of Utah expect government employees at all levels to achieve maximum productivity through the use of the most efficient and economical methods available;
Now, Therefore, I, Michael O. Leavitt, Governor of the State of Utah, by virtue of the authority vested in me by the constitution and the laws of the State of Utah, do hereby put into effect the following:
1. All agencies of Utah state government shall participate in the Certified Public Manager training program, or shall provide for their supervisors and managers alternative management training that meets agency approved performance proficiencies, in order to ensure that all supervisory staff have training to support professional knowledge and skills.
2. As the state's principal management training program, the Certified Public Manager Program shall encourage recognition of the management profession in state and local government, established upon an underlying body of knowledge; it shall provide a well structured program of study designed specifically to meet the needs of supervisors and managers in state and local government; it shall foster and maintain high educational and ethical standards in the practice of public management; and it shall assist agencies in state and local government by establishing a more objective measure of a manager's professional preparation and knowledge.
3. There shall be a Certified Public Manager Advisory Board consisting of representatives of the partnership and such other members as may be named by the Executive Director of the State Department of Human Resource Management. The Board shall:
a. Provide advice and guidance on the Certified Public Manager Program, drawing on the best experiences of management training found in the public and private sectors.
b. Represent the Certified Public Manager Program to decision makers, in order to develop support for the Certified Public Manager program throughout Utah state and local government.
4. It shall be the policy of the State of Utah to provide continuing financial support to the Certified Public Manager Program at a level sufficient to meet the educational and training needs of public agency supervisors and managers in the state.
5. The State Department of Human Resource Management shall be responsible for administration and operation of the Certified Public Manager Program, and in conjunction with the Office of the Commissioner of Higher Education, draw upon the expertise available throughout the state's system of higher education. The State Department of Human Resource Management is hereby authorized to issue detailed procedures necessary for the implementation of this order.
6. This Executive Order shall be in force until rescinded.
