EXECUTIVE ORDER

I, Michael O. Leavitt, Governor of the State of Utah, do hereby order the following:

I. Designate a Utah Population Estimates Committee which shall prepare official population estimates for the State of Utah and monitor population issues as they impact:

A. The democratic representation of state residents;
B. The distribution of federal, state and local funds;
C. Planning for the provision of goods and services for public and private entities; and
D. The development of public policy.

II. This Committee shall:

A. prepare and publish annual mid-year population estimates for the state, multi-county planning districts, and counties;
B. Prepare municipal population estimates for funds-distribution if: (1) the Bureau of the Census discontinues production of postcensal population estimates a the subcounty level; (2) a new municipality is incorporated; or (3) a municipality incorporates an area which includes significant additional population and requests revised estimates;
C. Advise the Governor's Office of Planning and Budget on Bureau of Census estimates and programs, and assist with the State Data and Business and Industry Data Center programs, the Federal-State Cooperative for Population Estimates, and the national decennial census; and
D. Document and report methodologies and activities used in estimating.

III. The committee shall include persons knowledgeable of population data, shall be staffed by the Demographic and Economic Analysis Section of the Governor's Office of Planning and Budget, shall designate its own chair, and shall poll based on a simple majority. The Committee shall consist of the State Planning Coordinator, or the coordinator's designee, and other persons selected by the Governor.

IV. A majority of attendees shall constitute a quorum.
