This rule is issued by the Chief Information Officer (CIO) under the authority of Section 63F-1-206 of the Utah Technology Governance Act and in accordance with Section 63G-3-301 of the Utah Rulemaking Act.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

The rule is put in place to protect the state and its employees in the proper use of technology resources. Therefore, this rule should be continued.
