Purpose of the rule or reason for the change:

Rule R307-214 incorporates by reference several sections of Title 40 of the Code of Federal Regulations (40 CFR) Parts 61 and 63. The version of the CFR for environmental regulations has been updated to July 1, 2009; therefore it is necessary to update Rule R307-214.

The provisions of Title 40 of the Code of Federal Regulations ( 40 CFR) Part 61, National Emission Standards for Hazardous Air Pollutants, effective as of July 1, 200 9[7], are incorporated into these rules by reference.
