24 CFR 570 as authorized by Section 9-4-202 requires the state to administer the CDBG program and enact policies and procedures.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

The rule needs to stay for the purposes of the CDBG program. Therefore, this rule should be continued. No opposition has been expressed.
