NOTICE OF REVIEW AND STATEMENT OF CONTINUATION
Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:
Sections 9-12-101 to 9-12-204 authorize rules including eligibility rules for the Home Energy Assistance Target (HEAT) Program and the Utility Moratorium Program for low-income households.
Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:
There were no written comments, positive or negative, received since the last five-year review.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
The rule must continue through the life of the HEAT Program in order to continue to provide energy assistance for low-income households of Utah.
