This rule is authorized by Section 77-27-9 and the Rulemaking Act, Title 63G, Chapter 3. This rule states that the Board of Pardons will make its rules in accordance with rulemaking procedures and will make and abide by rules in a manner consistent with maintaining public safety keeping in mind that the rights of a party should not be substantially affected.
