Sections 77-27-5, 77-27-9, 77-27-11, 77-27-29, and 78A-9-103 dictate that offenders must be given due process and have the opportunity to be represented by counsel during certain proceedings. Rule R671-308 is enacted under those provisions.

This rule fulfills due process requirement for assisting offenders at hearings. Therefore, this rule should be continued.
