RULE ANALYSIS

Purpose of the rule or reason for the change:

It was determined by Commuter Services Administration that University vehicles were occupying load zone meters for long durations of time preventing visiting patrons from this access.

Summary of the rule or change:

Changed language to reflect that University vehicles are not permitted to park in load zone meters.

Anticipated cost or savings to:

the state budget:

There may be minor revenue generated through parking meters but not enough to properly forecast and budget accordingly.

There should be no impacts to local government budgets because load zone meters on our campus have no relevance to their situation.

small businesses:

There should be no impacts to small business budgets because load zone meters on our campus have no relevance to small business.

persons other than small businesses, businesses, or local governmental entities:

There should be no impacts because load zone meters on our campus have no relevance to outside entities.

Compliance costs for affected persons:

Section R810-2-1 adds "University vehicles are not authorized at load zone meters." There may be additional revenue generated from load zone meters.

Comments by the department head on the fiscal impact the rule may have on businesses:

I see no fiscal impact on business.

R810. Regents (Board of), University of Utah, Commuter Services.

R810-2. Parking Meters.

R810-2-1. Parking Meters.

Payment for the use of meters is required whether or not the vehicle displays a current University permit.

Parking at a broken meter is restricted to the time shown on the meter. Parking in a metered space for a continuous period longer than that designated on the meter or at an expired meter is prohibited. Enforcement hours for University parking meters are 8 a.m. to 6 p.m. Monday through Friday, or from 9:00 a.m. to 10:00 p.m. Monday through Friday where posted. University vehicles are not authorized at load zone meters.
