This rule is authorized by Section 41-1a-1628 and Subsection 41-6a-1601(2) which state that the department shall make rules setting setting minimum standards covering the design, construction, condition, and operation of vehicle equipment for safely operating a motor vehicle on the highway.

No written comments have been received.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

There is a need to standardize specifications for vehicle seat belts and safety harnesses that are used in vehicles. Therefore, this rule should be continued.
