Section 7-1-301 authorizes the commissioner to establish guidelines for the purchase and sale of loans and participations in loans by state-chartered financial institutions.

No other state rule establishes the guidelines for the purchase and sale of loans and participations in loans by state-chartered financial institutions so it should be continued.
