This rule is enacted under Sections 79-4-501, 41-22-10, and 79-4-203. The Division of Utah State Parks and Recreation Board may appoint and seek recommendations from the Off-Highway Vehicle Advisory Council representing the various off-highway vehicle, conservation, and other appropriate interests. Park rangers have the duty to protect state parks and park property from misuse or damage.
