NOTICE OF REVIEW AND STATEMENT OF CONTINUATION
Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:
Statute authorizes the State Parks Board to make rules relating to boat dealers in Subsection 73-18-7(17)(c): "The board may designate the suffix to assigned numbers, and by following the procedures and requirements of Title 63G, Chapter 3, Utah Administrative Rulemaking Act, make rules for... (c) the issuance and display of temporary registrations."

No written comments in support or opposition of this rule have been received.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
Statute requires motorboats and sailboats to be registered while on the waters on the state. This rule provides that new boat owners can legally operate their boats with a temporary registration issued by the dealer from the time they purchase a vessel until they receive the permanent registration documents from the Division of Motor Vehicle. Therefore, this rule should be continued.
