NOTICE OF REVIEW AND STATEMENT OF CONTINUATION

Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:

Utah Code Section 67-19a-203 grants the Career Service Review Office (CSRO) rulemaking authority to administer the state's grievance and appeal procedures.

Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:

No comments were received during this period.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

This rule is essential for the CSRO to administer the state grievance and appeal procedures at Title 67, Chapter 19a. The grievance process is functioning well and efficiently. The Legislature intended for this authority to continue. This rule is necessary to assure that the state provides due process in its employee disciplinary actions and continues to address employee grievances fairly and judiciously. The rule should be continued.
