This rule was enacted under Section 71-8-2 which established the Department of Veterans' and Military Affairs. This rule was made pursuant to Title 63G, Chapter 3, of the Utah Administrative Rulemaking Act.

Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:

No comments relating to this rule have been received since the rule was put in place five years ago.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

The rule must continue because the Department still exists and still must pursue it's statutory mission.
