This rule is authorized by Sections 63G-3-201, 64-13-7, 64-13-10 and 64-13-17, which allow the Utah Department of Corrections (UDC) to adopt procedures in accordance with its responsibilities.

No comments were received.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

The purpose of this rule is to provide the policy and procedures for inmates under the control of the Division of Institutional Operations regarding access to courts and counsel. Therefore, this rule should be continued.
