The purpose of this change is to implement by rule face-to-face requirements for home health services.

There is no impact to the state budget because this change only implements by rule ongoing policy for face-to-face encounters under the Home Health Services program.

There is no impact to local governments because they do not fund home health services under the Medicaid program.

There is no impact to small businesses because this change only implements by rule ongoing policy for face-to-face encounters under the Home Health Services program.

RULE TEXT

R414. Health, Health Care Financing, Coverage and Reimbursement Policy.

R414-1. Utah Medicaid Program.

R414-1-30. Face-to-Face Requirements for Home Health Services.

(1) Orders for home health services and certain durable medical equipment (DME) must be in accordance with 42 CFR 440.70.

(2) DME that requires face-to-face shall be the same as DME items required by Medicare.

(3) No home health agency or DME supplier may report services for reimbursement until they meet the face-to-face requirement.
