NOTICE OF REVIEW AND STATEMENT OF CONTINUATION
Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:
Section 23-19-36 authorizes a resident who is terminally ill and has less than five years to live, to receive a free fishing license. Rule R657-30 provides the procedures for a terminally ill person to obtain a free fishing license.
Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:
No written comments supporting or opposing Rule R657-30 were received since May 2012, when the rule was last reviewed.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
Continuation of Rule R657-30 is necessary to provide an effective and efficient process for issuing free fishing licenses to persons who are terminally ill.
