The agency has not received any written comments during and since the last five-year review of the rule from interested persons supporting or opposing the rule.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

The need for the agency to identify those roads where it will provide snow removal services and those roads where it will not continues to exist. This rule satisfies that need. Therefore, this rule should be continued.
