NOTICE OF REVIEW AND STATEMENT OF CONTINUATION
Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:
Subsection 53A-19-105(5) requires the Utah State Board of Education (Board) to develop standards for defining and aiding financially distressed school districts; and Section 53A-1-401 allows the Board to make rules to execute the Board's duties and responsibilities under the Utah Constitution and state law.
Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:
No written comments have been received.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
Rule R277-420 continues to be necessary because it specifies eligibility requirements and procedures for interfund transfers for financially distressed school districts. Therefore, this rule should be continued.
