This rule is authorized by Section 26-2-3, which outlines the duties of the Department of Health, the state registrar, and rulemaking to carry out these duties.

The Office of Vital Records and Statistics has not received any written comments since the last five-year review of this rule from interested persons supporting or opposing the rule.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
This rule should continue because it sets forth the requirements for the state registrar to prescribe vital records forms, prepare and process certificates, and allows for local health officers to serve as local registrars for their designated area.
