RULE ANALYSIS
Purpose of the rule or reason for the change:
The Utah Air Quality Board (Board) has proposed for public comment amended Utah State Implementation Plan, Section X, Part A. As a result, Section R307-110-31 incorporates Section X, Part A into the rule, and must be amended to change the Board adoption date to the anticipated adoption date of the amended plan.
Summary of the rule or change:
Section R307-110-31 is amended by changing the date of the last adoption by the Air Quality Board to 90/04/2019.

Appendix 2: Regulatory Impact to Non - Small Businesses
This rule change is not expected to have any fiscal impacts on non-small businesses' revenues or expenditures, because each county implements their own Inspection and Maintenance programs. 'This rule only incorporates those existing plans into the State Implementation Plan.
The Executive Director of the Department of Environmental Quality, Alan Matheson, has reviewed and approved this fiscal analysis.
