This rule is enacted as part of the Department of Transportation's responsibility to provide and preserve a safe transportation system as generally outlined in Section 72-1-201 and more specifically as described in Sections 72-7-404 and 72-7-406.

There have been no comments received during and since the last five-year review.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

Continuation of the rule helps the Department of Transportation fulfill its responsibility to provide and preserve a safe transportation system.
