The Utah Wholesome Food Act, Title 4, Chapter 5, grants the department authority to make rules to prevent adulterated and misbranded food.

No comments have been received by the department since the last five-year review supporting or opposing the rule.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
The purpose of this rule is to ensure that the flour and cereal products are properly labeled. Therefore, this rule should be continued.
