This rule is enacted under Subsection 63G-3-201(3), which requires rulemaking when an agency issues a written interpretation of a state or federal legal mandate. The federal mandate that is interpreted in this rule is 28 CFR 35.107, Designation of responsible employee and adoption of grievance procedures.

Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:

There have not been any written comments received regarding this rule.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

This rule should be continued because it is required under 28 CFR 35.107.
