New eRules Launch: October 16

The Office of Administrative Rules is excited to announce that the new version of eRules will be launching on Friday, October 16, 2026. The new eRules system is focused on administrative rule accessibility and enhancing the rulemaking process for partner agencies. We’d like to highlight a few of the bigger changes today, with more information to come.

One of the most requested features, both by the public and rulemaking agencies, is the ability to subscribe to individual administrative rule updates. The new eRules supports this and more, allowing a user to log in using their UtahID account and subscribe to email notifications for individual rules as well as entire titles and agencies, directly through the eRules platform.

eRules has been rebuilt from the ground up for a better user experience in multiple ways. Loading times have improved for both the public and state portals, including when searching for specific rules. For agencies, workflows have been updated to reduce the amount of clicks it takes to submit filings, rejection emails include rich text formatting to better explain identified issues, and the entire system design has been enhanced to make navigation and submission easier.

Frequently Asked Questions

Public Users

Do I need an account to use eRules? A user account is not required to browse, search for, or view administrative rules. To subscribe to specific rules, titles, or agencies, a UtahID account is required.

If I’m already subscribed to the Utah State Bulletin or Utah State Digest, will I need to subscribe again here? No. Existing subscriptions to both the Bulletin and Digest will remain as they are. Subscriptions to notifications for specific rules, titles, or agencies will be handled through the new eRules platform. Subscriptions to releases of the Bulletin and Digest will continue to be handled through the Subscriptions | Office of Administrative Rules page.

Rulemaking Agencies

Will this break or delete existing filing drafts or filings currently in review? No. Any filings in a draft or review status will transfer over to the new system exactly as they are, with no changes to where they are in the process. Agencies may continue using the current eRules platform all the way up until release without concern about their filings.

Will there be downtime during this transition? We expect to have some downtime on Friday, October 16. As we get closer to that day, we’ll share more specific, direct details on anticipated downtime length with eRules users.

Will I need to petition for access again? No. Every existing user will be transferred to the new system with their associated permissions. If you’re wanting to update your access or are not already an eRules user, you’ll still need to petition for access.

Are there guides on navigating and using the new system? Yes. Our office will have guides on common eRules processes, including submitting filings, downloading rules, and using the subscription service, available on launch. We’ll share those as we get closer to the launch date.
