Utah Administrative Code Monthly Updates

The Office of Administrative Rules is now updating the Index of Changes twice a month, and as such, is no longer uploading a monthly report. A .zip archive containing the monthly changed rule files will continue to be uploaded to this page.

General Information

The Utah Administrative Code is an official publication of the Office of Administrative Rules, mandated by Section 63G-3-402. It is Utah's equivalent to the Code of Federal Regulations. The Utah Administrative Code is "evidence of the administrative law of the state of Utah" and an "authorized compilation of the administrative law of Utah" (Section 63G-3-701).

Previous Years

Prior to 2021, the monthly update reflected all changes to the Utah Administrative Code from the 2nd of month to the 1st of the next month. For example, the February update would include all changes from January 2-February 1.

Starting in 2021, this format has changed. All monthly updates will reflect changes made in a single month. Now, the January update will include all changes from January 1-January 31. Update Information

Organization

Titles of the Utah Administrative Code are arranged alphabetically by the authoring department. Titles are designated by an "R" followed by two or three digits (e.g., R15 is the Title of the code that contains the rules written by the Division of Administrative Rules). Titles of the Utah Administrative Code are arranged by the authoring department. Titles are designated by an "R" followed by two or three digits. For example, R15 is the Title of the code that contains rules written by the Office of Administrative Rules.

Format Notes

2021 - Current

The UAC Update includes the following files:

  • A .ZIP archive consisting of only the changed rules from the month in .docx format
  • A spreadsheet report containing a list of this update’s UAC changes in .xlsx format
1995 - 2020

The "Compressed WP Update" and "PDF Update" files include only the rules that were changed during a given month. The "Compressed WP Full UAC" is an archive file containing all of the rules that were in effect on a given day. The content of the compressed files requires a word processor that can read WordPerfect 5.1 format.

Authentication

The Office of Administrative Rules generates MD5 hashes for files included in the UAC Updates. Starting in 2021, these hashes have been generated for the two ZIP archives and the .XLSX spreadsheet. Prior to 2021, MD5 hashes had been generated for ZIP archives and .PDF files.

You can confirm the integrity of the downloaded files by comparing the Office-generated MD5 hash with one that you generate. Various software packages allow a user to generate an MD5 hash, including:
  • MD5Summer (graphical user interface)
  • winMD5Sum (graphical user interface)
  • MD5SUMS (no graphical user interface)
  • File Checksum Integrity Verifier (no graphical user interface)
